It\u2019s just that they have changed over the past few years.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">IRS and tax compliance<\/h3>\n\n\n\n<p>The latest reason is the Inland Revenue Service (IRS).<\/p>\n\n\n\n<p>PayPal is required by federal law to report sales transactions over a certain threshold for tax compliance.<\/p>\n\n\n\n<p>If you want to know more about these federal regulations, the reference is Section 650W.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Patriot Act<\/h3>\n\n\n\n<p>Back in 2017, customers reported that PayPal staff cited the Patriot Act to explain why their SSN was required.<\/p>\n\n\n\n<p>This could refer to the anti-money laundering clause that requires reporting of financial transactions over 10 thousand dollars.<\/p>\n\n\n\n<p>But it wouldn\u2019t have to be that much\/ In theory, any potentially suspicious transaction would require reporting to the authorities. It\u2019s a pretty broad Act.<\/p>\n\n\n\n<p>However, the PayPal documentation now refers to the IRS requirements.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Speculation<\/h3>\n\n\n\n<p>Customers have noticed that PayPal sometimes asks for an SSN when it\u2019s not required by federal regulation. Why do they want these extra details?<\/p>\n\n\n\n<p>In my opinion, PayPal would prefer to have an SSN from every user in order to increase buyer confidence in using the site. Why so?<\/p>\n\n\n\n<p>If you know that the company has identifying details for the anonymous person on the other side of a transaction, you may be more likely to use that company!<\/p>\n\n\n\n<p>That\u2019s all very well for the buyers. But it puts small-scale sellers into a position of providing sensitive information to a third party when there is no regulatory need.<\/p>\n\n\n\n<p>I suggest that you don\u2019t provide your SSN if it\u2019s not needed to comply with federal laws.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Who_Needs_To_Provide_Their_SSN\"><\/span>Who Needs To Provide Their SSN?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>If you occasionally use <a href=\"http:\/\/www.PayPal.com\" target=\"_blank\" rel=\"noreferrer noopener\">PayPal<\/a> to make purchases online, you don\u2019t need to provide your SSN to the company.<\/p>\n\n\n\n<p>You may see a form on the website that asks for it, but it is optional if you only use PayPal as a buyer.<\/p>\n\n\n\n<p>In contrast, sellers may be required to provide their SSN. If you sell goods or services using PayPal, then the requirement depends on the amount and frequency of your sales.<\/p>\n\n\n\n<p>Before I address this, let\u2019s look at two other types of identification.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Three types of identification numbers<\/h3>\n\n\n\n<p>There are three different identification numbers that PayPal recognizes.<\/p>\n\n\n\n<ul><li>SSN: social security number<\/li><li>EIN: employer identification number<\/li><li>ITIN: tax identification number.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Which identification number should you provide?<\/h3>\n\n\n\n<p>If you\u2019re selling goods and services as an individual, you\u2019ll probably use your SSN. Some people don\u2019t have an SSN. They can provide an ITIN instead.<\/p>\n\n\n\n<p>However, a small business may also have an EIN. In that case, this is what you should provide.<\/p>\n\n\n\n<p>Corporations and partnerships must provide an EIN.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Other categories that need an SSN<\/h3>\n\n\n\n<p>Sellers aren\u2019t the only the type of PayPal user that needs an SSN.<\/p>\n\n\n\n<p>If you apply for a PayPal debit Mastercard, you will also need to provide your full SSN.<\/p>\n\n\n\n<p>If you apply for PayPal Credit, then you will need to give the last four digits of your SSN.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_Much_Sales_Trigger_A_Request_For_An_SSN\"><\/span>How Much Sales Trigger A Request For An SSN?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>In general, you\u2019ll be asked for an SSN if you meet both of these requirements in a calendar year:<\/p>\n\n\n\n<ul><li>Your gross sales hit 20 thousand dollars<\/li><li>Your receive over twenty separate payments<\/li><\/ul>\n\n\n\n<p>But don\u2019t think that the request only gets triggered at these thresholds. You\u2019ll probably get the request as you approach these levels.<\/p>\n\n\n\n<p>Some customers have also reported getting SSN requests at much lower amounts of sales.<\/p>\n\n\n\n<p>One sixteen-year-old complained on the PayPal forum that he was asked after a $7.50 sale of some art to a relative.<\/p>\n\n\n\n<p>Another adult reported that he sells a few items a year on eBay and was nowhere near 20K. Yet he was required to provide an SSN.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Different regulations<\/h3>\n\n\n\n<p>Sometimes the problem is that different states can set their own thresholds at which PayPal is required to report to the tax authorities.<\/p>\n\n\n\n<p>It can be as low as six hundred dollars.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_Will_You_Know_If_PayPal_Requires_Your_SSN\"><\/span>How Will You Know If PayPal Requires Your SSN?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>When you log into your PayPal account, you will see an alert stating that your SSN is required.<\/p>\n\n\n\n<p>PayPal also sends you an email. As I mention later in this article, I advise that you don\u2019t click on links in emails from PayPal.<\/p>\n\n\n\n<p>Instead, you should log into your account directly and check that the alert is there.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Happens_If_You_Dont_Provide_Your_SSN_Or_Other_Tax_Identification\"><\/span>What Happens If You Don\u2019t Provide Your SSN Or Other Tax Identification?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>You will find it very difficult to do business through PayPal if you don\u2019t comply with the request.<\/p>\n\n\n\n<p>You\u2019ll still be able to make purchases if your bank account is linked.<\/p>\n\n\n\n<p>However, your account will be limited in ways that prevent you from removing funds from the platform.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_To_Hold_A_PayPal_Balance_Without_Providing_Your_SSN\"><\/span>How To Hold A PayPal Balance Without Providing Your SSN<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>If you want to hold a balance on PayPal, then recent regulations may require you to provide your SSN.<\/p>\n\n\n\n<p>The Consumer Financial Protection Bureau issued regulations in 2019 that prompted PayPal to require further customer identification.<\/p>\n\n\n\n<p>However, there\u2019s a way to hold a balance without giving the extra details. This can be done online for free.<\/p>\n\n\n\n<p>You can then provide the EIN instead of your personal SSN.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Avoid_Providing_Your_SSN_By_Switching_To_A_Personal_Account\"><\/span>Avoid Providing Your SSN By Switching To A Personal Account<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>A Personal account on PayPal requires less verification. You can also use the letter the IRS sent you assigning you the number.<\/p>\n\n\n\n<p>Otherwise, any of these documents will be enough as long as they are dated within the last 12 months:<\/p>\n\n\n\n<ul><li>paystub showing your SSN&nbsp;<\/li><li>tax document signed by a 3<sup>rd<\/sup> party preparer<\/li><li>1099 form<\/li><li>W2 issued by your employer<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">What if you don\u2019t have one of these documents?<\/h3>\n\n\n\n<p>Have you lost your social security card?
